Why is Dhul-Qarnayn Left Off Prophet Lists?
Quran 18:86-87
And We said, “O Dhul-Qarnayn, either punish them or treat them with kindness.”
He said, “Whoever does wrong, we will punish him, then will he be sent back to his Lord, and He will punish him with a punishment unheard-of.

“And We said, ‘O Dhul-Qarnayn (Unless we think God speaks to Himself, we can assume that God is speaking to Dhul-Qarnayn, either directly or indirectly. Some may say that since Allah uses the pronoun “We”, it means that He is definitely not speaking to him directly, and instead used a human messenger or an angelic messenger to deliver this message to Dhul-Qarnayn. But I do not agree with that because in Sura 2:34, God speaks to the angels using the pronoun “We”, which would mean God used a human or an angel to speak to all the angels, which would be impossible, or at least very strange, since in this story God is addressing all angels, and had not yet created any humans), either punish them or treat them with kindness.’ “

As salaamu alaikum family of humanity some scholars base this particular person to the social order of the persians but i think its more of acknowledging freedom justice and equality rather than the physical human being it is more of community structure by divine guidance than the secular world…..
